Proactive Disclosures

under Section 4 (i) (b) of the Right To Information Act, 2005

4 (1) (b) (viii) A statement of the boards, councils, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice, and as to weather meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for public

The details in respect of Boards, Committees and the minutes cant be disclosed to the common people in the larger interest of public and the State. These committees / councils deal with highly proprietary / scientific information which is explicitly confidential in nature. This aspect is in the light of para 4 (i) (b) (viii), chapter II of the Act regarding exemption from disclosure of the information, which promises for not discharging information, which is sensitive to market intelligence & security. 

Under exemption from disclosure of information in the RTI Act (para 4 (i) (b) (viii), Chapter II) and in view of the S&T interests involved in all the programmes of the department, following exemptions from disclosure of information were recommended by the competent authority in general for all the programmes of the DSIR.

  • Information regarding third party including copy of application and its enclosures submitted under various programmes of DSIR shall not be provided.
  • Composition and minutes of the evaluation, Advisory, Project Review and any other committees constituted under various programme of DSIR shall not be provided.
  • Any information such as Intellectual Property Right (IPR) research work, market intelligence data of any institution/ organization/ third party shall not be provided. 
  • Any Information which comes under the purview of exemptions envisaged under the RTI Act shall not be given.
